Epping Town Council Neighbourhood Plan (NP) - Public Consultation
The draft Neighbourhood Plan (NP), published in August 2024, is currently entering a second round of public consultation. Once adopted, it will sit alongside the Epping Forest District Council (EFDC) Local Plan as part of the statutory development plan. While the Local Plan sets out strategic policies for the wider district, the NP will provide more detailed, locally-specific policies to help shape the future of our town and community in line with local priorities.

An Independent Planning Inspector, Ann Skippers has reviewed it, and asked the Town Council to make some adjustments - she says these are mostly simplifications, clarifications and updating.

She has issued a list of her suggestions, called Modifications (30 pages). These are at https://www.eppingforestdc.gov.uk/app/uploads/2025/10/Schedule.pdf or you can download from the bottom of this page.
Since there are quite a few she has arranged for a further period of public consultation, ending 3 November. Any comments made prior to August 2024 have been passed to her, do not need repeating.
To make comments, there is a response form on the EFDC website, or you can email to LDFconsult@eppingforestdc.gov.uk or by post to Planning Policy, Civic Offices, High Street, Epping CM16 4BZ
Some of this is fairly technical, and you may need to open several documents at once. It might have been easier if they had published a Proposed 2025 NP, with the changes suggested shown in e.g. red.
